8. Indra Ōtsutsuki‎

Indra was the elder son of Hagoromo Ōtsutsuki and the ancestor of the Uchiha clan.

In addition to his skill in battle, Indra inherited his father's powerful chakra and spiritual energy.

Indra possessed a derived form of his grandmother's dōjutsu; the Sharingan.

He would also awaken its advanced form: the Mangekyō Sharingan which is presumably the spiral-like pattern that originated from his pupils and covered his irides, which was shown when he debuted.

With it, he became the first known wielder of Susanoo.

Attaining mastery over the technique and its various developments, he became capable of fully manifesting and "stabilise" it into its Complete Body form, dwarfing the surrounding landscape.

7. Asura Ōtsutsuki

He was the youngest son of Hagoromo Ōtsutsuki and heir to his teachings. He is also the ancestor of the Senju clan, as well as the Uzumaki clan.

Over the years, through gruelling hard work and dedication, plus support from his friends, Asura awakened his own power, his father's "body": life force, stamina, and physical energy; power rivalling that of his brother's as a late bloomer.

This granted him a greater longevity and strong vitality, as well as massive chakra reserves.

After receiving Hagoromo's power, he was granted the Yin–Yang Release.

In battle, Asura was seen encased in a three-headed, six-armed avatar wielding several dark-coloured spheres.

This avatar was capable of going head to head with Indra's perfect Susanoo.

6. Sasuke

Sasuke has great knowledge if not proficiency in many of his clan's techniques, most of which being self-taught.

His abilities have been compared to various remarkable individuals like Kakashi Hatake and Orochimaru, both hailed as geniuses and the latter admitting to Sasuke far exceeding him at his current age.

Madara himself noted that had Sasuke been born in Obito's time, he would have chosen Sasuke to use as a pawn over Obito.

After awakening and adjusting to his Mangekyō Sharingan, Sasuke proved able to fight against at least two Kage and their respective bodyguards.

By the Fourth Shinobi World War, he was able to match his older brother Itachi in various fields of combat.

After receiving the Six Paths Chakra, Sasuke, alongside Naruto, was able to fight toe-to-toe the Ten-Tails' jinchūriki, Madara, after the latter fully absorbed the tailed beast's tree form.

Later, during his final battle against Naruto, after manifesting the chakra of the nine tailed beasts into his Susanoo, Kurama noted Sasuke's prowess to be on par with Hagoromo's.

5. Naruto

Initially, Naruto didn't display much talent in terms of being a shinobi.

However, through sheer willpower and perseverance, Naruto managed to push past this stumbling block to learn very difficult and complex techniques as a late bloomer, earning his graduation by mastering the Multiple Shadow Clone Technique.

After his training with Jiraiya for two-and-a-half years, Naruto has developed his abilities to match the S-rank members of Akatsuki.

Upon defeating their strongest member and leader Pain, Naruto was praised by Konoha villagers as a hero worthy of earning the Hokage title.

By the Fourth Shinobi World War, Naruto's presence on the battlefield became much like his father's; with his unique skill set, he could dramatically change the outcome of the battle even against several Kage-level shinobi.

After receiving the Six Paths Chakra, he was shown capable of overwhelming the Ten-Tails jinchūriki, Madara Uchiha, and even Kaguya Ōtsutsuki on separate occasions.

By war's end, Naruto has been acknowledged by others to have surpassed all of the previous Hokage.i.
